NHS funding: back in 2006, UK was spending 8.1% of GDP on health care, while France and Germany were 10.5%. http://mindstalk.net/socialhealth/financial.html
Decent case could be made UK was underspending by 1-2% of GDP.

Japan spent even less, and I'm told is so far from "long waiting times" that you don't even make appointments, but it sounded like doctors there were overworked and underpaid.
