Ohh, that seems plausible: I can especially imagine such in a more left-wing place like Scotland. I wonder whom to ask, maybe in our #random chat channel at work on Monday. I bet they're not going to reduce my parking pass charge for giving me less likely or further spaces, though, it sounds like it makes more sense to increase the fee, bah.
