One thing I could have said more about I guess is the degree to which much of this seems to me to smack of false economy. The amount of expensive staff time that goes into attempting to buy relatively cheap items, or in working around not being able to do so, must far outweigh any savings the policies bring. But, that's probably inconveniently difficult to demonstrate.
