I don't remember them in the 90s, but then I wasn't much of a coffee drinker at the time (unless it was something more akin to a cappuccino, so mostly a going out drink). The ones we get these days all seem to be individually foil wrapped, which is a conceit I'm also seeing far too often with tea bags. I continue to be the type of tea snob who buys loose leaf and owns multiple variations on strainers and infusers.
