Mixed messages on lockdown

Well, that was confusing. Earlier today, Nicola Sturgeon, Scotland's First Minister, told us,

We remain in lockdown for now and my ask of you remains to Stay at Home.

albeit with the small adjustment that we we may now exercise outdoors more than once daily. Later on, Boris Johnson came on television to tell us that he is the Prime Minister of the whole United Kingdom and that construction work can now resume, people may drive to scenic places, sunbathe, etc., just maintain the social distancing. Then, Nicola Sturgeon was promptly back on our television screens telling us that actually he was just talking about England, he doesn't to make those rules here in Scotland. Of course, the border is heavily trafficked. I pity people trying to make sense of all this.

But doesn't everyone pretty much know Boris is stupid, and they shouldn't listen to anything he has to say?

I'm not sure why it was confusing - the lockdown is a devolved matter. So different rules can take place in different parts of the UK.

The confusing part was Boris speaking as if for the whole of the UK instead of for England.
