Traffic light surprise

mtbcI try to drive well but today I made a mistake: following a green arrow to turn left onto a larger road I immediately came upon a red traffic light protecting a pedestrian crossing so I stopped. This turned out to be a mistake: the light was for the people already on that road, to stop them entering the intersection. Afterward I checked with the local police to make sure that I can indeed ignore this light.
Given that there are sometimes Pelican crossings very near large intersections whose lights are always worth watching, I wonder how I can tell for sure. Perhaps, despite being close, a separately controlled crossing would always have a second light, and my clue should have been that the light at the crossing was the first one encounters after passing through the intersection.
