Cats' litterboxes

We have a couple of cats, B. and J., who were rescued as kittens. For quite some time, B. often didn't cover his stools and J. would urinate on all manner of items on the floor, most notable being when a guest leaves their luggage open on the floor near a litterbox. We have tried various things that may help but with little impact.

I've always had closed litterboxes with cats. What seems to be helping markedly is keeping the litterboxes far from where we settle but leaving the lids off. Now we generally have covered stools and much lower incidence of any other issues.

I feel like the guest is the one more at fault here.
